Overview:
Elections Quebec is seeking a skilled Infrastructure and Telecommunications Analyst to support its hybrid Windows-based environment. The analyst will manage both on-premises and cloud-based infrastructures, contribute to modernization initiatives, and ensure the integrity, security, and performance of critical systems supporting electoral operations.

Responsibilities:

  • Administer Windows Server services: Active Directory, DHCP, DNS, WSUS, printing services, and on-premises Exchange relays.

  • Work with Windows Server "Core" versions (no graphical interface).

  • Manage Windows key and certificate infrastructures.

  • Apply CIS security benchmarks and GPOs to secure environments.

  • Administer Windows file clusters and patch management.

  • Provide daily support for on-site Windows environments and O365 services (Exchange, SharePoint, Teams).

  • Plan and execute infrastructure upgrades and technology refresh projects (aligned with ITIL practices).

  • Manage VMware environments (storage, VMs, capacity planning, resource allocation).

  • Support cloud migration initiatives while aligning with digital transformation strategies.

  • Analyze current infrastructure operations to optimize performance, enhance security, and prevent obsolescence.

  • Document current and target-state infrastructures.

  • Manage O365 console and advanced security (E3/E5/ATP features).

  • Support enterprise telephony services based on Microsoft Teams.

Requirements:

  • Bachelor's degree (or equivalent) in Information Technology, Software Engineering, Computer Science, or a related field.

  • At least 8 years of experience as an infrastructure analyst in environments similar in size and technology to Elections Quebec.

  • At least 4 years of experience in:


  • At least 3 years of experience working in VMware environments (version 6+), including VM management, storage, and capacity planning.

  • Completed two (2) mandates of at least 100 person-days each within the last 3 years, for different clients or distinct administrative units.

  • Windows Server administration (2012 and newer).

  • On-premises Exchange server administration (2013 and newer).

  • O365 administration for Exchange, SharePoint, and Teams.

  • Advanced O365 security administration (E3, E5, ATP).
